She was born Ruth Katherine LePeer March 3, 1924 in the apartment located above the family business located in the small town of Bruno, MN. Her dad was a butcher and he had the meat market and grocery store in Bruno. She graduated from high school in 1941 and went to Duluth State College to study elementary education. After one year of college and a shortage of money she moved to Minneapolis and went to work for the local Navy recruiting office. From there she moved to the Washington, DC area in 1943 and worked as a federal employee at the Navy Department. After World War II ended the Central Intelligence Agency was formed and she went to work there in 1947. She retired from CIA in 1977 and moved from Maryland to Florida with her husband William “Bill” Webster.

She was raised by an aunt after her Mom passed in 1926 when she was 2 years old. Her father developed blindness from diabetes and passed in 1942 when she was 8 years old. Her parent’s home was destroyed by fire. She was the youngest of 4 children born to Ingelof Hoganson and William LePeer and is the last living member of her 2 brothers and 1 sister. Her Mom came from Sweden and her Dad is believed to be of French Canadian ancestry.

Ruth met Bill Webster during her early years in Washington, DC. They married September 29, 1946 in her original church in Bruno. Bill had also lost his parents at an early age and the two experienced 40 years of marriage. Her husband passed on February 14, 1987. They vacationed often to Minnesota as Bill loved the outdoors and the beautiful lakes of Minnesota. He was an avid fisherman and hunter. In 1972 they eventually bought their own small cabin on Lake Vermilion in Cook, MN. That was their summer home for many years where they enjoyed socializing with many friends. They always looked forward to Friday night fish fries and Saturday night card games.

Ruth and Bill had an apartment in Tacoma Park, MD. When their son John was born on January 26, 1951, they moved to a small house in Silver Spring, MD. In 1957 they moved to Potomac, MD where they lived until Ruth’s retirement. She always had a large garden and loved to can her vegetables. In March, 2016 she moved to Pennsylvania to be near her son and his family.

Ruth lived a simple life growing up during the depression and being raised on a small farm. She learned how to milk cows at 5 years of age and picked cranberries to sell to the locals. She valued small things and always remembered her meager beginnings. She was happy to have had the opportunity to have a good job with medical benefits. She liked traveling and had the opportunity to journey to Iran, Turkey, and England during her professional career. Later she enjoyed several cruises to various destinations in the Atlantic and also passed through the Panama Canal from both the east and west. Later she drove her little S10 pick up to Seward, Alaska from Minnesota with a high school classmate.

Ruth will be buried next to her husband in Greenbrier, TN. She is survived by her son, his wife Tracy, and one granddaughter Emily. A private grave site burial will take place at a date to be determined.
